Directorate-General for Labour Market and Employment

The Directorate for Labour Market and Employment performs administrative, expert, analytical tasks related to the labour market and employment policies, drafts legal opinions regarding the application of regulations in the field of labour market, and employment, prepares draft laws, by-laws and strategic documents in the field development of the labour market and employment in cooperation with other ministries. The Directorate performs tasks related to the implementation of administrative supervision of the Croatian Employment Service, the Agency for Workers' Claims Insurance and the Institute for Expertise, Vocational Rehabilitation and Employment of Persons with Disabilities and the centres for vocational rehabilitation. The Directorate also monitors and defines active employment policy measures in accordance with the goals and the needs of the labour market. Furthermore, performs tasks related to the integration of education and the labour market, participates in proposing new program solutions relevant for lifelong career guidance and career development, monitors education programs, knowledge, skills and competences with the needs of employers in the labour market and proposing measures of improvement aimed at increasing employment. Furthermore, the Directorate coordinates the activities related to the system of regulated professions, the organization and management of the National Occupational Classification and the linking of the National Occupational Classification to the European Skills, Competences, Qualifications and Occupations (ESCO). The Directorate also performs tasks related to the preparation, planning, implementation and monitoring of programs and projects from European Union funds and other international sources of funding within the scope of the Administration, monitors and provides information related to the employment of workers from the European Economic Area and workers outside the European Union in Republic of Croatia. It also participates in the work of the bodies of the European Union in the field of labour market and employment. Directorate participates in the process of concluding multilateral international agreements within the scope of the Administration, performs tasks related to monitoring the compliance of Croatian legislation with the legislation of the European Union in the field of labour market and employment. In its scope of work, this Directorate monitors and analyses labour market trends, EU guidelines and recommendations, international strategic documents and accordingly defines policies in the area of labour market and employment, monitors the implementation of international agreements and regulations in the field of labour market and employment. In its scope of work, Directorate participates in the process of concluding multilateral international agreements in the field of employment. Also provides professional assistance to bodies, employers and unemployed persons in matters within the scope of the Directorate and monitors the implementation of national strategies and action plans within its scope.  Participates in the preparation of the annual work plan, participates in the planning of the state budget and drafting the strategic plan of the Ministry and performing other tasks within its scope.
