Directorate-General for Labour and Safety at work

Directorate for Labour and Safety at work performs analytical, administrative and other professional tasks related to the individual and collective labour relations, collective agreements, safety at work and tripartite cooperation. Directorate prepares draft laws and other regulations in the field of labour and safety at work. Furthermore, promotes safety at work, provides professional assistance to state bodies, employers, employers' associations, trade unions and workers. It carries out registration of associations established pursuant to the Labour Act, keeps records, monitors and analyses data on temporary employment agencies, keeps records of established works councils and European works councils, establishes and manages the data collector, develops programmes intended to safety at work professionals, coordinators, employers, their accredited safety at work commissioners. This Directorate organizes and conducts occupational health and safety examinations, implements international agreements in the field of work and safety at work. Also participates in the process of concluding bilateral and multilateral international agreements in the field of work, performs tasks related to monitoring the compliance of Croatian labour legislation with the EU legislation in the field of labour and safety at work, and monitors the implementation of international treaties and regulations from the areas of work and safety at work.

Directorate also provides professional, administrative assistance to the Commission for establishing representativeness promotes bipartite, and tripartite social dialogue, promotes collective bargaining. It also resolves in administrative matters in the first instance procedure on the requirements for taking the professional exam for occupational safety expert, safety coordinator at work I and II, recognition of the status of coordinator of safety at work I and II.  Resolves in administrative matters in the first instance procedure on the requirements regarding the authorization of persons for occupational safety and performs professional supervision of the work of authorized persons. As the first instance resolves in administrative procedure on the registration of associations established in accordance with the provisions of the Labour Act: trade unions, employers 'associations, higher-level trade unions associations and higher-level employers' associations, active in the territory of the Republic of Croatia or in the territory of two or more counties. As the second instance, in administrative procedure resolves issues on the registration of associations established in accordance with the provisions of Labour Act: trade unions, employers 'associations, and their higher-level associations registered in an county. Directorate is a focal point for European administrative and other cooperation with the aim of protecting and exercising the guaranteed labour rights of workers posted to the Republic of Croatia within the framework of transnational provision of services. It is also the contact point of the European Agency for Safety and Health at Work (EU OSHA) in the Republic of Croatia. In cooperation with the Service for the Coordination of European Affairs and International Cooperation, performs administrative and other professional tasks related to participation in the work of European Union bodies and international organizations in the field of work, in particular the International Labour Organization. Prepares replies to complaints, participates in the preparation of expert opinions and positions in the field of labour and safety at work for the purpose of participating in the  Council working groups, for the needs of the Council of Ministers and the European Council.   It also participates in the preparation of the annual work plan, monitors the implementation of national strategies and action plans within its scope. Furthermore, Directorate participates in the planning of the state budget and in the drafting of the strategic plan of the Ministry.  Participates with the ministry responsible for state property management in the affairs of governing stocks and business shares of companies owned by the Republic of Croatia, including companies that are predominantly dealing with activities in the area of the competence of the Ministry and carries out other activities within its scope.
